THE WORK

The challenge

WCC was already a high-performing council, with strong resident satisfaction and employee engagement. The challenge was to align 3,000+ colleagues around one shared Purpose and way of working, while protecting the strengths of individual directorates and building the leadership and change capability needed for the future.

Our approach

An 18-month culture journey, shaped by evidence and co-created across WCC. Annual survey insight from 2,565 colleagues was combined with interviews, 20+ focus groups, five site visits, leadership labs, resident groups and input from 23 voluntary and community organisations.

Dragonfish brought the evidence together into one system-level view, helping WCC co-create a unifying Purpose, principles, behaviours, a People Promise and a clear culture framework for every directorate.

Our Westminster Way launched at the all-staff conference and was activated through 43 Culture Action Team members and 92 workshops. The work continues through induction, EVP, transformation and a bespoke Purposeful Leadership programme built directly from the framework.
